The evil Titan launches his most deadly plot yet against the Stingray crew when he captures a W.A.S.P. vessel and an important Diplomat before setting his sights on taking over his first piece of the surface world. Can Troy Tempest and the rest of the Stingray crew rescue the diplomat and save the world before Titan destroys it?

After a World Navy submarine is attacked by a pair of "mechanical fish", the World Aquanaut Security Patrol sends out Stingray and its commander Troy Tempest to investigate the site for any proof of the alleged encounter…only for Stingray itself to be attacked on arrival and Troy and his fellow crewman Phones to be captured by the underwater tyrant Titan.
